ENSTA Foundation: Mohamed Mehaddi Named New Member of the Management Committee

Mohamed Mehaddi, New Member of the ENSTA Foundation's Management Committee

On May 5, Mohamed Mehaddi joined the ENSTA Foundation’s management committee as an expert member. Upon taking office, he answered our questions about his career and the significance of his commitment to the Foundation.

What has your career path been like?

After completing my preparatory classes at the Lycée Gay-Lussac in Limoges, I enrolled at ENSIETA (École nationale supérieure des études et techniques d’armement) in 1988 and graduated in 1992, with a year of military service on the missile frigate Duquesne in between. ENSIETA became ENSTA Bretagne in December 2010 and is therefore one of the founding institutions of the new ENSTA, created in January 2025 through a merger with ENSTA Paris.

After graduating, I spent most of my career at the DGA (General Directorate of Armaments), beginning with a technical phase during which I successively held the positions of test engineer, director of pyrotechnic testing, and then manager of shipboard nuclear boiler maintenance within the Directorate of Naval Construction (DCN).

Following this highly operational initial phase, beginning in 2003, I held managerial positions in the human resources department, during the period when the DCN was transformed, through a series of reorganizations, into Naval Group. Through this experience, I gained expertise and a keen awareness of issues related to gender pay equity, psychosocial risks, and diversity and inclusion—knowledge I now hope to share with the Foundation.

 

What does the ENSTA Foundation mean to you?

First and foremost, it represents values that I also hold dear—values upon which I have built my career.

As a former scholarship recipient, I remember above all the opportunity I was given, and I am committed to ensuring the continued existence of this wonderful tool for social justice and advancement—the various scholarships awarded by the Foundation. Supporting students in precarious financial situations or from disadvantaged backgrounds is indeed a major issue in terms of social responsibility, inclusion, and diversity.

But the engineer in me has also remained deeply committed to issues of innovation—topics I dealt with when I was head of research at the DGA, particularly the concepts of participatory innovation and open innovation. It was a very pleasant surprise for me to discover that the ENSTA Foundation is so deeply involved in promoting innovation and entrepreneurship.

Finally, of course, as a member of the Institute of Higher National Defense Studies (IHEDN) and a professor of sovereignty and defense strategies in higher education, I remain very attentive to issues of sovereignty, which are at the heart of the new ENSTA’s programs of excellence—and which the Foundation is also committed to supporting.

For all these reasons, I am both proud and delighted today to be able to contribute to the ENSTA Foundation by joining its management committee.
